What is a Section J Assessment and Why it is Important?

Section J Assessments, often referred to as a Section J Report, are a mandatory energy efficiency evaluation for non-residential buildings in Australia. Commonly referred to as a Section J Report, these assessments demonstrate compliance with the energy efficiency provisions of Volume One of the National Construction Code (NCC) for commercial buildings. While the industry still widely uses the term “Section J”, the NCC 2022 has restructured these requirements into Part J.

What is Assessed in a Section J Report?

A Section J assessment is a detailed review of a building’s design to ensure it complies with the NCC’s energy efficiency standards. The report evaluates various aspects of the building’s design, including:

Building Fabric: The thermal performance of the building envelope, including walls, roofs, floors and insulation.

Glazing: The thermal and solar performance of glazing, including windows, glazed doors and skylights.

Building Sealing: Measures to reduce uncontrolled air leakage through the building envelope.

HVAC Systems: Heating, ventilation and air-conditioning systems, including equipment efficiency and associated controls.

Artificial Lighting and Power: Artificial lighting systems and lighting controls.

Heated Water Supply: The efficiency of systems providing heated water, including those for swimming pools and spas.

Energy Monitoring: Building services, energy metering and monitoring requirements where applicable under the NCC.

Why Section J Assessments are Important

Section J assessments are crucial for several reasons:

Without a compliant report, a commercial or industrial development cannot proceed.

What Types of Buildings Require a Section J Assessment?

Section J assessments are typically required for Class 3 to Class 9 buildings under the NCC, including offices, retail premises, warehouses, hotels, schools, hospitals and other commercial or public buildings. They may also be required for alterations, additions or fit-outs where the NCC energy efficiency provisions apply.

The exact compliance requirements depend on the building classification, size and scope of the proposed works.

There are two main pathways to demonstrate compliance with Section J:

Deemed-to-Satisfy (DTS) Provisions: This is a prescriptive, “tick-box” approach where the building design must meet a specific set of requirements outlined in the NCC. It is often suitable for less complex designs.

Performance Solution (including the J1V3 Verification Method): A Performance Solution demonstrates that the proposed building achieves an equivalent or better level of performance than the Deemed-to-Satisfy provisions. This is often achieved using the J1V3 Verification Method and accredited energy modelling, allowing greater flexibility for complex or innovative building designs.
