Energy assessments evaluate a proposed Class 2 (apartment) building against the energy efficiency requirements of the National Construction Code (NCC). Demonstrating compliance with the NCC energy efficiency provisions is required before building approval can be obtained. The assessment verifies that the building’s design, from its materials to its systems, promotes energy conservation, which is a key part of the National Construction Code (NCC) in Australia.

Why These Assessments are Necessary
These assessments aren’t just a bureaucratic hurdle; they’re essential for several practical and financial reasons:

Mandatory for Building Approval: Compliance with the NCC energy efficiency requirements must be demonstrated before a building permit can be issued.

Reduces Energy Costs: By ensuring the building is designed to be energy-efficient from the ground up, the assessment helps to lower the long-term energy consumption for heating, cooling, and lighting. A well-designed energy-efficient building can help lower operating costs.

Enhances Building Comfort & Value: A building with proper insulation and sealing maintains a more stable and comfortable indoor temperature. Energy-efficient buildings are often more comfortable for occupants and may be more attractive to buyers and tenants.

Promotes Environmental Responsibility: Energy efficiency is a key component of reducing a building’s carbon footprint. These assessments contribute to national efforts to improve sustainability in the construction industry and combat climate change.

Guides Design Decisions: The assessment process helps designers identify and implement the most effective energy-saving measures. This can include choosing better insulation, higher-performing windows, or more efficient HVAC systems.

What Is Assessed?

For apartment and multi-residential developments (Class 2 buildings), energy assessments evaluate the proposed building against the energy efficiency provisions of the National Construction Code (NCC). Depending on the compliance pathway adopted, the assessment may consider elements such as:

  • Building fabric, including walls, roofs and floors
  • Insulation levels and thermal performance
  • Glazing performance, including window size, orientation and solar heat gain
  • Building sealing and air infiltration
  • Fixed building services, such as lighting, ventilation and air-conditioning systems
  • Other energy efficiency measures required under the NCC

The assessment identifies opportunities to improve energy performance while balancing construction costs, occupant comfort and design objectives. Where a Deemed-to-Satisfy (DTS) solution is not practical, a Performance Solution (such as the J1V3 Verification Method) may provide greater flexibility while still demonstrating compliance with the NCC.

There are two common pathways to demonstrate compliance with the NCC energy efficiency requirements:

Deemed-to-Satisfy (DTS): This is a prescriptive approach that involves meeting a set of pre-defined, “checklist” requirements in the building code. Compliance is achieved by meeting the prescriptive requirements set out in the NCC.

Performance Solution (J1V3 Assessment): Compliance is demonstrated by showing that the proposed building achieves an equivalent or better level of performance than the DTS provisions, often through accredited energy modelling.
